Many of us carry around a pocket-size bottle of hand sanitizer. Well, it will come in very handy if you get permanent marker or ink on your countertops or shirts. Give it a squirt of Purell or any brand. Spread it over the stain, wait a few minutes, and then wipe the stain away with a clean soft cloth. For use on fabric apply the Purell onto a  clean white cloth, and then gently dab the cloth towards the ink stain.
