If the water is rising in your toilet, before you reach for a plunger, lift the toilet tank lid and reach in to the bottom and push down on the flapper (its that round rubber disk). This clean water is what flows into your toilet. Then, turn off the water supply, usually the valve near the floor on the left side. Now you can plunge to find the clog.
